Wait for an admin or a moderator to go over your ability and make corrections. If a moderator or admin hasn't checked over your ability after at least two days, you have the permission to PM them.

Thus, while District 1 is peaceful and lawful, District 80 is a hardscrabble, violent, crime-infested area.
